David Eaglesham
David Eaglesham is the head of street management at Lambeth Council and manages the local transport network and the delivery of parking and transport improvements.
David is a fellow of the Institute of Highway Engineers and an experienced transportation professional with over 40 years local government experience specialising in managing transport, highways and street management services.
Road networks are a very challenging area of work where it is necessary to accommodate public and political scrutiny, national and regional policies, legislative requirements and financial constraints. He enjoys working in this challenging environment and is always seeking to resolve problems and find more effective ways to deliver services.

Workshop: Unlocking the Full Potential of TRO digitisation for Local Authorities (Part 1)
- A session delivered by representatives from across the Digital Traffic Order lifecycle.
- Short presentations from each party will be followed by a panel discussion and audience Q&A.
- The DfT will introduce Digital Traffic Regulation Orders and the latest on the D-TRO Beta project to build a centralised repository of Digital TROs and how to participate in that work.
- Lambeth Council will demonstrate:
- Rationale and objectives for digitising orders;
- Process used to make the transition;
- Issues and solutions encountered; and
- Operational user experience, benefits and efficiencies.
